Bridge raising hopes sunk?

The Vince Lester Bridge, on the eastern approach to Emerald, was fully submerged in the 2008 and 2010-11 floods but the Department of Transport and Main Roads says no further upgrades will be undertaken to raise the structure. (Supplied)
